This Healthy Shepherd’s Pie offers a low-carb, Whole30, and Paleo-friendly twist on the classic dish by using mashed cauliflower as a nutritious topping instead of traditional potatoes. Packed with sautéed ground beef, aromatic vegetables, and a creamy roasted garlic cauliflower mash, this comforting casserole is perfect for a wholesome family meal.

Ingredients

Beef and Vegetable Mixture

  • 1.25 lbs (610g) ground beef
  • 1/2 medium onion, chopped
  • 5 large garlic cloves, minced
  • 1 medium carrot, shredded
  • 1 medium zucchini, shredded
  • 1 tablespoon olive oil (or preferred cooking oil)
  • 1 1/2 teaspoons fine Himalayan salt
  • 1 teaspoon chili powder

Cauliflower Mash

  • 2 small cauliflower heads (1026g total)
  • 7 large roasted garlic cloves
  • 1 teaspoon fine Himalayan salt

Optional Topping

  • Shredded mozzarella cheese (quantity to preference)

Instructions

  1. Sauté Vegetables and Cook Beef: Heat olive oil in a large skillet over medium heat. Add the chopped onion and minced garlic, sautéing until they become tender and fragrant. Stir in the shredded carrot and zucchini, cooking until they start to soften. Add the ground beef along with 1 1/2 teaspoons of Himalayan salt and chili powder. Cook the beef until it is browned and most of the moisture has evaporated, stirring occasionally to ensure even cooking.
  2. Prepare Mashed Cauliflower: While the beef mixture cooks, chop the cauliflower into small chunks. Steam the cauliflower until fork-tender, usually about 8-10 minutes. Transfer the steamed cauliflower, roasted garlic cloves, and 1 teaspoon of Himalayan salt to a blender. Blend until smooth and creamy, using the tamper if available to assist with blending the mixture thoroughly.
  3. Assemble Shepherd's Pie: Preheat your oven to 350°F (175°C). Spread the cooked ground beef and vegetable mixture evenly at the bottom of an 8-inch baking dish. Carefully spread the mashed cauliflower puree evenly over the top of the beef layer, smoothing it out to cover completely.
  4. Bake the Pie: Place the assembled dish in the preheated oven and bake for 25 minutes, or until it is heated through and the edges begin to turn slightly golden brown.
  5. Optional Cheese Topping and Broil: If you prefer a cheesy finish, sprinkle shredded mozzarella cheese on top of the baked shepherd’s pie. Return the dish to the oven on broil setting and broil for about 3 minutes, or until the cheese is browned and bubbly. Keep a close eye to prevent burning.

Notes

  • For a dairy-free version, omit the mozzarella cheese or use a plant-based cheese alternative.
  • Roasted garlic for the cauliflower mash can be prepared in advance to save time.
  • You can steam the cauliflower in a microwave-safe bowl to speed up the process if desired.
